The Council's Development Contributions Rebate Policy provides for development contributions rebates for certain types of development.

The Council has two development contributions rebate schemes available to promote development that benefits the wider community:

  • Residential development in the central city
  • Social housing development

Central City residential rebate scheme to close

The Council decided on 28 October to close the Central City residential rebate scheme at 5pm on 24 December 2021.

Developments which have been assessed for development contributions will be eligible to receive a full rebate if prior to 24 December 2021 they have:

  • Met the requirements for rebate confirmation.
  • Passed their first building inspection.
  • Initiated the registration of a covenant restricting the use of all homes for which a rebate is provided to residential purposes only.

Note that to meet the last eligibility requirement, the developer needs to only initiate the covenant registration process prior to 24 December 2021 – the completion of covenant registration may occur after that date.

The criteria for the rebate scheme will remain in force until the closure of the scheme Central City Development Contributions Rebate Criteria [PDF, 189 KB].

Council acknowledged the scheme has played a successful part in encouraging central city residential development since its inception however it was no longer a key driver of development.

Social housing rebate

This rebate scheme supports the development of new social housing by qualifying community trust organisations. We are looking to support further community development of social housing that meets the needs of specific sectors of the community.

The rebate is for 100% of development contributions required for qualifying developments.

Developers are required to register a covenant on the title of the development to qualify for a rebate. The covenant restricts the use of all homes for which a rebate is provided to be used for social housing purposes only.

The rebate needs to be applied for, and you will need to provide evidence of it meeting the scheme criteria [PDF, 193 KB].

Papakainga/Kainga Nohoanga rebate scheme

This rebate scheme seeks to encourage residential and community development on Maori freehold and Maori-owned general land within the Papakainga/Kainga Nohoanga zone of the Christchurch District Plan.

The rebate is for 100% of the development contributions that would otherwise apply. Your development will be eligible for the rebate if it meets the Papakainga/Kainga Nohoanga Development Contributions Rebate Scheme Criteria. [PDF, 598 KB]
